2017-2018 Draft Unified Planning Work Program for Public Comment

The Elmira-Chemung Transportation Council (ECTC) has prepared its draft annual work program known as the Unified Planning Work Program (UPWP) for public review and comment. The United States Department of Transportation (USDOT) requires the UPWP to function as the basis for all federal funding assistance for transportation planning to state, local, and regional agencies, such as ECTC. The draft report is available for your written comment and questions until March 6, 2018. Please send comments to Michael Perry, Deputy Director, at or at the address below.

Planning & Implementing Transportation Improvements for Chemung County

The Governor of New York designated the Elmira-Chemung Transportation Council (ECTC) as the Metropolitan Planning Organization (MPO) for the Elmira Urbanized Area in December 1974. MPOs serve urbanized areas with a population of 50,000 or more. The MPO's mission is to help build regional agreement on transportation investments and to balance highway, mass transit and other needs, leading to equitable and cost-effective transportation outcomes.

ECTC is responsible for the planning and programming of any transportation project that includes Federal Highway Administration (FHWA) or Federal Transit Administration (FTA) funding.
