Planning & Implementing Transportation Improvements for Chemung County
In December 1974, the Governor of New York designated the Elmira-Chemung Transportation Council (ECTC) as the Metropolitan Planning Organization (MPO) for the Elmira Urbanized Area. MPOs serve urbanized areas with a population of 50,000 or more. The MPO's mission is to help build regional agreement on transportation investments and to balance highway, mass transit and other needs, leading to equitable and cost-effective transportation outcomes.
ECTC is responsible for the planning and programming of any transportation project that includes Federal Highway Administration (FHWA) or Federal Transit Administration (FTA) funding.
"MPOs exist to provide regional coordination of transportation investments, while ensuring that the public, especially those traditionally underserved by the transportation system, have opportunities to participate in the decision-making process".

ECTC releases 2020 Pavement Condition Ratings report for Chemung County

Chemung County Transit 2021-2022 Program of Projects
The Chemung County Transit Board recommends that the County Legislature approve a resolution authorizing advertisement for public comment, application for, acceptance, and execution of grants for the 2021-2022 Federal Program of Projects from the U.S. Department of Transportation (USDOT), Federal Transit Administration (FTA), and the New York State Department of Transportation (NYSDOT) on behalf of the Chemung County Transit Board.
