ELMIRA, NY – Chemung County Executive Tom Santulli has announced the appointment of Nicolette Wagoner to the joint position of Chemung County Planning Commissioner and Director of the Elmira-Chemung Transportation Council (ECTC).
Prior to her appointment, Ms. Wagoner was a consultant with several NYC- and upstate-based planning and design firms, working on community planning projects through New York and Pennsylvania. She served on the City of Corning Planning Commission and the New York Planning Federation Board of Directors. She is currently a board member of the NY Upstate Chapter of the American Planning Association, a member of the American Institute of Certified Planners, and has achieved the designation of LEED AP for Neighborhood Development. Ms. Wagoner is a graduate of Duke University and the Columbia University Graduate School of Architecture, Planning and Preservation.
“I’m excited to be working in Chemung County now, as County Planning and ECTC will have the opportunity to be involved in major planning and development projects,” said Ms. Wagoner. “I look forward to helping the County, the City of Elmira and our towns and villages set a vision and respond to regional issues using creative, fiscally-responsible solutions.”
Ms. Wagoner replaces outgoing Planning Commissioner Randy Olthof, who retired after 32 years with County Planning in August, and Jim Arey, who retired as Director of the Elmira-Chemung Transportation Council in September.
The County Planning Department reviews and approves a variety of planning applications and makes recommendations to municipalities on zoning changes, comprehensive plans and other matters. ECTC is the Metropolitan Planning Organization (MPO) for Elmira and Chemung County, and as such coordinates closely with local and state agencies on transportation funding, planning and policy.
