Agricultural & Farmland Protection Board
The New York State Constitution directs the State Legislature to protect agricultural lands, which the State and its counties have done together since the implementation of Article 25AA of the Agriculture and Markets Law in 1971.

Board of Ethics
Commencing in 1990, the County Legislature adopted a Code of Ethics for the guidance of its officers and employees setting forth the standards of ethical conduct reasonably expected of them, and to provide for the filing of completed annual statements of financial disclosure containing the information asked for on the disclosure form.

Chemung County Planning Board
Chemung County established the Chemung County Planning Board (CCPB) in 1957 to perform the various duties and responsibilities of a “county, metropolitan, or regional planning board” as defined in Article 12-B of the New York State General Municipal Law.

The Chemung County/City of Elmira Regional Civil Service Commission serves as the Civil Service agency for most divisions of government in Chemung County.

Elmira Chemung Transportation Council
In December 1974, the Governor of New York designated the Elmira-Chemung Transportation Council as the Metropolitan Planning Organization for the Elmira Urbanized Area.

Environmental Management Council
The Environmental Management Council (EMC) of Chemung County has been raising money to send a student to the Department of Environmental Conservation Summer Camp. Thanks to Kennedy Valve, the EMC will have scholarship monies to send two students to a camp that promotes nature and the out-of-doors.

Human Relations Commission
The Chemung County Human Relations Commission (HRC) promotes the value of diversity and equal opportunity within the workplace and the community, fostering the recognition and elimination of discrimination through education, advocacy, and public outreach.

Police Reform Reinvention
On June 12, 2020, New York State Governor Andrew Cuomo signed Executive Order 203 requiring local governments to adopt police reform policies to enhance the manner in which services that are being provided to the public can be improved.

Transit Board
The Chemung County Transit Board was created to provide oversight of the operations of the Chemung County Transit System, CTRAN. The Board evaluates the performance of the Transit System, develops transit policy, and provides guidance to County staff within the Planning Department that directly manage and oversee transit operations.
