ELMIRA - The Chemung County Department of Public Works is pleased to announce its 2017 work program.  This year’s program makes use of County forces, contracted labor, and shared services, having a total value of approximately $5,500,000 (excluding the funding for the federally aided or Bridge-NY special projects.) Work includes bridge and culvert replacements and rehabilitations, drainage projects, general maintenance, oil and stone projects, paving projects, and full depth reclamation projects.  Funding comes from a variety of sources, including New York State (Consolidated Highway Improvement Program, PAVE NY, Extreme Weather Recovery (EWR), and Marchiselli Program), the federal government (Federal Highway Administration), and Chemung County.

Town of Elmira- The New York State Department of Transportation today announced that Bothar Construction, LLC of Binghamton, New York, will begin work Thursday, July 21, 2016, on state Route 352 in the town of Elmira, Chemung County. 

The project will consist of adjusting drainage structures, pavement milling and resurfacing, and sidewalk ramp improvements. While this work is taking place, traffic will be reduced to one lane.

Big Flats - The Chemung County Department of Public Works announces the replacement of a drainage culvert on CR #57, Hickory Grove Road, in the Town of Big Flats.  Hickory Grove Road will be closed to through traffic from Sing Sing Road and Colonial Drive between 7:00 AM and 7:00 PM tomorrow, Wednesday June 13, 2016.  A marked detour is provided over Sing Sing Road, Chambers Road, and Colonial Drive.  Motorists are asked to reduced speed and take extra care when travelling near construction sites or traveling detours.

Hickory Grove Road shall be closed between the intersections of Stillwater and Twin Oaks Drives and Anncox Lane and Burkeshire Drive.

Chemung County- The Chemung County Department of Public Works announces a schedule acceleration in some oil and stone projects across the County.  Work will begin Tuesday, July 5 on the roads shown below and continue through July 13, weather permitting.

Van Etten- The New York State Department of Transportation today announced that work will begin Monday, June 27, 2016, on state Route 224 in the town of Van Etten, Chemung County.  The contract completion date is October 1, 2016.

 he project will consist of replacing the existing structures with a new precast box structure.  While this work is taking place, all traffic will be detoured using state Route 34, Main St. (CR 62), Wyncoop Creek Rd. (CR 3), Decker Rd. (CR 24), and state Route 223. The duration of the detour is expected to last approximately two months.

Chemung County - The Chemung County Department of Public Works announces its intent to begin its annual Herbicide Program.   Per New York State Department of Environmental Conservation (NYSDEC) requirements, notices will be delivered to property owners who have structures on property within 150-feet of the spray areas.
 
Weather permitting, the annual herbicide program for 2016 will begin the week of June 20, 2016, and continue as applicable, in regard to seasonal needs.  Under a Shared Services Agreement, the New York State Department of Transportation (NYSDOT) will spray to control weeds and unwanted vegetation around guide rail as needed.  Vegetation control helps to ensure safety of the highway system by keeping sight lines open for drivers.  In addition to roadside mowing, the use of herbicides has long been a part of the overall vegetation management program.

Veteran- The New York State Department of Transportation today announced that work will begin Monday, June 20, 2016, on state Route 14 in the town of Veteran, Chemung County. The duration of the contract is expected to last approximately four months, with a completion date of November 1, 2016.

PAVE NY Funds have been allocated, but we have not received confirmation of reimbursement procedures. This could create a delay in some projects.

Elmira -The City of Elmira Department of Public Works’ mission is to provide and maintain a safe and effective highway system for the traveling public.  To this end, we ask that residents do not place, blow, or otherwise move material into or on a City street.  Keeping City streets clean is a priority for the DPW, but not one that comes without expense and time.  Each street sweeper you see on the road costs nearly $250,000 to purchase, and has a short life compared to haul trucks.  Excess wear and tear on the street sweepers occurs when the equipment must pick up more material than the design allows.  Further, materials left in the curb line may build up, reduce the effectiveness of conveyance and drainage facilities, plug storm lines or drywells, and cause localized flooding.   Out of necessity, City of Elmira ordinance prohibits the placing or sweeping of cinders, sand, grass, and other debris into any drainage structure or curb line.

Horseheads – The Department of Public Works is pleased to announce that its “MS4 Stormwater Annual Report” is available for public viewing and comment on the County DPW webpage. Click here.
 
The County DPW participates in the County-wide MS4 Stormwater Coalition.  MS4 indicates an urban area with a “municipal separate storm sewer system”.  MS4 status is assigned by the United States Environmental Protection Agency (US EPA), and administered by the New York State Department of Environmental Conservation (NYS DEC.)

Elmira – Andrew P. Avery, PE, Chemung County Commissioner of Public Works, was recently installed as the National Association of County Engineers (NACE) Board Director from New York State. Avery was selected by the New York State County Highway Superintendents Association (NYSCHSA) on behalf of the 57 NYS County Highway Superintendents and Commissioners.  The installation took place at the NACE 2016 Annual Meeting/Management & Technical Conference which was held April 24-28 in Tacoma, Washington.

Veteran - The Chemung County Department of Public Works announces the replacement of drainage culverts crossing CR #15, E. Sullivanville Road, in the Town of Veteran.  Construction is tentatively scheduled to begin Monday, May 2, and continue through mid-June.  As a result of the construction, E. Sullivanville Road  will be closed between the intersections of Mallory Hill  Road and Brickhouse Road for the first two weeks of May. Vehicles should follow the marked detour which directs travel over Mallory Hill and Brickhouse Roads.

Catlin - The Chemung County Department of Public Works announces the replacement of two large drainage culverts crossing CR #35, Chambers Road, in the Town of Catlin.  Depending on weather and materials availability, construction is tentatively scheduled to begin Monday, March 28, and continue through the third week of May.

Big Flats –The Chemung County Department of Public Works will be completing drainage work at the intersection of CR74, Colonial Drive and CR57, Hickory Grove Road in the Town of Big Flats which will result in the closing of the intersection.  Construction is scheduled for Monday, November 23, 2015 and will be completed in one day, weather permitting.

As a result of the construction, traffic will be detoured onto Arnot Road and Chambers Road.

Elmira- There are more than 402,000 children in foster care in the United States, and more than 102,000 of them are waiting to be adopted.  Many of these children have been waiting years for a loving, caring, permanent family.  Every child deserves a forever family. Chemung County Executive Tom Santulli and the Chemung County Division of Children and Family Services join thousands of individuals, government agencies and child advocacy organizations across the nation in recognizing November as Adoption Awareness Month in Chemung County.

HORSEHEADS – As the winter season approaches, Curt Rhodes, President of the Chemung County Town Highway Superintendents’ Association, and Andy Avery, Commissioner of Public Works for Chemung County, have issued a winter driving advisory for all Chemung County residents. When the forecast calls for winter weather, they ask residents to be mindful of potentially hazardous road conditions. 

“Driving a vehicle is a complex task requiring your complete attention.  Snow and ice conditions add another layer of difficulty,” said Avery. “Winter weather provides changing and often unexpected and challenging conditions for drivers.”

Southport - Contractor - Cold Spring Construction Company will be diverting NYS Route 328 traffic, at the Pine City intersection, onto CR 69 for one day in order to place the top course of pavement on the new roundabout. This will happen between the dates of October 22nd and October 27th depending on the weather.  The overall project is expected to be completed by November 20, 2015.

VAN ETTEN- The Chemung County Department of Public Works announces the start of work on CR62, Front Street, in the Village of Van Etten.

Work will begin Wednesday, October 7, 2015 and continue until complete 3-4 weeks later.  The work will consist of new curbs and walks from New York State Route 34 (SR34) to Alderman Lane, construction of a new cul-de-sac on Front Street north of the intersection with SR34, and new pavement from the Front Street cul-de-sac north to the intersection with New York State Route 224.

ELMIRA- The City of Elmira will be performing final paving on Monday, September 21, 2015 weather permitting, from 6:00 AM until completed. As a result, Walnut Street will be closed from Washington to Clinton, between Church and Water and S. Walnut between Hudson and Franklin. St.

Detours will be in place.

HORSEHEADS –The Chemung County Department of Public Works will be replacing a culvert at the intersection of CR51, Lattabrook Road and Sickles Road in the Town of Horseheads which will result in the closing of the road. Construction is scheduled to begin Tuesday, September 8th, and last approximately six weeks. 

As a result of the construction, northbound Lattabrook Road traffic will be detoured over Moss Hill Road to Ormiston Road to Breesport.  Southbound Lattabrook Road traffic will be detoured over Watercure Road to Elmira.

The City of Elmira will be performing road milling on Monday, August 24, 2015 from 9:00 AM until 2:00 PM. As a result, the bridge will be closed from Water St. to Maple Avenue. A portion of Sly St. between Maple Avenue and the south side of the bridge will also be closed during the designated time period. 

A signed detour will be provided.  Please drive carefully, and allow extra time to reach your designation.

Van Etten - The New York State Department of Transportation (NYSDOT) has announced that starting on Monday, June 15, 2015, work will begin to repair the bridge carrying State Route 223 over Cayuta Creek in the town of Van Etten.  The bridge is located roughly a half mile east of Swartwood Road.  The bridge will be closed for approximately two weeks during this operation.

Traffic will be detoured onto County Route 24 (Decker Road) and County Route 3 while the bridge is closed for repairs. The length of the detour is roughly 4 miles. It is imperative that motorists remember to drive carefully through the many highway and bridge construction zones they will encounter this season.

Elmira – The Chemung County Department of Public Works announces the immediate closure of Jenkins Road Bridge over Goldsmith Creek in the Town of Elmira.  (This is the northernmost of the two bridges on Jenkins Road.)  The bridge was constructed using a timber deck over steel girders in 1955, a practice no longer utilized by most public works agencies due to leakage through the deck onto exposed steel beams.  Travel over the bridge currently averages 52 vehicles per day.

Elmira - The City of Elmira will be completing ongoing bridge maintenance this construction season. For a period of time beginning around April 20th for 1-2 days, the Washington Ave. Bridge will be closed to accomplish some minor deck repairs. Also, beginning during the same time period the N. Industrial Blvd. Bridge will be closed for a period of approximately 4-6 weeks to undergo rehabilitation work. Access to Industrial Blvd. will still be permitted using the Southernmost Bridge as an access point.

Detours will be in place for the duration of both closures.

Chemung County –The Chemung County Department of Public Works will be replacing a large culvert crossing CR51, Lattabrook Road in the Town of Horseheads, 150 feet west of the intersection of Kiser Road. Construction is scheduled to begin Monday, April 6, and continue through the first week of May.  As a result of the construction, Lattabrook Road will be closed west of the intersection with Kiser Road throughout the duration of the project. Motorists should follow the marked detour which directs travel over South Main Street, East Franklin Street and Moss Hill Road.

Horseheads - The Chemung County Department of Public Works advises the public that road salt continues to be in short supply across the region. 

In the event of a prolonged snow and ice event, the County will make changes to its snow and ice control program.  While plowing will still occur, salt/sand mixes will be reserved for hills and intersections.  Straight sand will be used on other roadways to provide increased traction.

Highway agencies across the state and region have been advised by regional salt suppliers that salt supplies are being rationed; delivery times will likely be delayed, and delivered amounts will certainly be reduced.

Big Flats – Chemung County Executive Tom Santulli and Big Flats Town Supervisor Ed Fairbrother announced today they will extend the Public Works shared services agreement following a year-long evaluation period.  The agreement was signed in February of 2014.

Under the agreement, the County provides administrative and personnel supervision to the Town's Public Works Department with the County's Commissioner, Andy Avery, acting as the Big Flats Commissioner of Public Works at no cost to the Town.

Big Flats – The Chemung County Department of Public Works announced today that the work originally scheduled to begin this week on the CR10 Bridge over the Chemung River (S. Corning Road) by Time Warner has been postponed due to the severe weather.  The work has been rescheduled to begin next Monday, February 9, 2015. The work will be tentatively completed Friday, February 13th, but may extend into the following week depending on weather. Time Warner has advised that there will be intermittent lane closures from 8:00 am – 4:30 pm during the course of this work.

Chemung County – The Chemung County Department of Public Works announced today that its winter tree trimming and removal program has begun.  Work in Van Etten and Veteran is slated to run through mid-March of 2015, weather depending, and will include trees on the following County Routes:

1.     CR13 (Langford Creek Road) from the County line 
          to Briggs Hill Road in the Town of Van Etten  
2.     CR48 (McDuffy Hollow Road) from CR13 
          (Langford Creek Road) to New York 
          State Route 224  in the Town of Van Etten    
3.     CR06 (Middle Road) from CR-59 (Smith Road) to 
          Roemmelt Road in the Town of Veteran

Big Flats – The Chemung County Department of Public Works announced today that in preparation for the County’s spring and summer 2015 rehabilitation of the CR10 Bridge over the Chemung River (S. Corning Road), Time Warner will start their work to remove and relocate conduit and cable on the CR10 bridge on Monday, February 2, 2015. The work will be tentatively completed Friday, February 6th, but may extend into the following week depending on weather. Time Warner has advised that there will be intermittent lane closures from 8:00 am – 4:30 pm during the course of this work.

Elmira – Chemung County Executive Tom Santulli, City of Elmira Mayor Susan Skidmore and City Manager Kimberlee Middaugh held a joint press conference today to announce an Intermunicipal Consolidation Agreement which will transfer the City’s Department of Public Works personnel into the County’s Department of Public Works.  The agreement, which was drafted with the cooperation of the CSEA union, will be forwarded to Elmira City Council and the Chemung County Legislature for final approval.

Veteran –The Chemung County Department of Public Works and the Town of Veteran Highway Department announce that Vargo Road was reopened to traffic this morning.  A portion of the road was closed last Wednesday due to a structural deficiency in the bridge over the Newtown Creek.

Veteran –The Chemung County Department of Public Works and the Town of Veteran Highway Department announce that a portion of Vargo Road has been closed due to a structural deficiency in the bridge over the Newtown Creek.  The deficiency was discovered yesterday and County crews will be evaluating the extent of the problem and will remediate if practical.  If the repairs go as anticipated the bridge will reopen next week.

Vargo Road is closed from the bridge, north to Old Sullivanville Road.

Chemung – The Chemung County Soil and Water Conservation District and the County Department of Public Works announces that a portion of CR23, Dry Brook Road between Clark and West Hill Road, in the Town of Chemung will be reduced to one lane beginning Tuesday, October 14, 2014.  The purpose is to repair the road bank which is eroding into the stream. 

It is anticipated the repairs will take approximately 4 weeks depending on the weather.

Erin – The Chemung County Department of Public Works announces that CR37, Fairview Road, will be closed in the Town of Erin beginning Monday, October 6, 2014.  The purpose of this closure is to replace an existing culvert in deteriorating condition with a new, wider culvert that will improve traffic flow and stream hydraulics.

Elmira Heights –The Chemung County Department of Public Works has issued a temporary road closure permit for CAF-USA and Wenzel Construction on CR58, Upper Oakwood Avenue.
 
CAF-USA has retained Wenzel Construction, a local firm, to replace the aging railroad crossing on CR58.  This work is slated to run from September 29 through October 3, 2014.
 
Please note that a posted detour will not be established.  Variable Message Signs will notify the public of the closure; we ask that you find alternate travel routes during this period.

Big Flats –The Chemung County Department of Public Works announces that final roadway repairs will be made on the southbound lanes of Chambers Road (CR35) near the Arnot Mall Entrance.  Work will begin Tuesday, September 16, and continue 2-3 days depending on weather.  This work is necessary to repair the damage caused by a water main break several weeks ago. The work will be completed by a local contractor on behalf of the Town of Big Flats and the Chemung County Department of Public Works.

Chemung County - The Chemung County Department of Public Works announces the following paving jobs to be completed by their contractor, Dalrymple Gravel & Contracting:

1.     August 22 and August 25-26, 2014:  CR01, Breesport North Chemung Road, will be paved from Lattabrook Road to Jim Burlew Road.  Traffic will be limited to one direction at a time, and will be flagger controlled.

2.     August 27, 2014:  CR74, Colonial Drive, will be closed for repaving in the vicinity of Exit 51A of I-86 in Horseheads.  The Exit 51B ramp will also be closed for paving.  The roadway will be reopened as soon as conditions permit.  I-86 traffic wishing to reach Colonial Drive should use Exit 51A.

3.     August 28-29, 2014:  CR05, Ridge Road, will be paved from Acker Road north to the County Line.  Traffic will be limited to one direction at a time, and will be flagger controlled.

Chemung – The Chemung County Soil and Water Conservation District and the County Department of Public Works announces that a portion of CR56, River Road, in the Town of Chemung will be closing for repairs beginning Wednesday, August 13.  River Road will be closed from Dry Brook Road to Route 220. The purpose of this closure is to repair a slope failure.

Horseheads – The Chemung County Department of Public Works has been informed by the New York State Department of Transportation that the bridge on Rt. 223 (Breesport Road), over the north branch of Newtown Creek in the Town of Horseheads, will be closed for repairs beginning on or about June 16, 2014.  The bridge is located directly to the east of the traffic circle (roundabout) at the intersection of Rt. 13 and Rt. 223.  The bridge will remain closed approximately two months.

Motorists should use the detour from E. Franklin Street/CR 20 which is the traffic circle to the south of Rt. 223 on Rt. 13.

The Chemung County Department of Public Works announces that CR02, Lowman Road, will be closed to through traffic between Jenkins Road and CR42, Hoffman Hollow Road, starting Monday June 9th.  The purpose of this closure is to replace an existing culvert in deteriorating condition with a new culvert that will improve traffic flow and stream hydraulics.  It is anticipated that CR02 will be closed for 3-4 weeks, and is expected to reopen by the July 4th weekend, depending on weather and equipment availability.

"The construction and maintenance of our roads, bridges, and culverts has always been a top priority in our annual budget," said Santulli. "Due to the extreme winter weather our community experienced this year a number of roads suffered significant damage and immediate attention is necessary."

Horseheads – The Chemung County Department of Public Works announces that CR51, Lattabrook Road, will be closed at Burns Road in the Town of Horseheads beginning Tuesday, 4/15.  The purpose of this closure is to replace an existing culvert in deteriorating condition with a new, wider culvert that will improve traffic flow and stream hydraulics. 

It is anticipated that CR51 will be closed for 4 weeks, and will open on or about May 13, depending on weather and equipment availability.  This work, originally planned for 2013, was deferred to accommodate last year’s NYSDOT bridge rehabilitation project.

Chemung –The Chemung County Department of Public Works announces that, weather permitting, a portion of River Road (CR56) in the Town of Chemung will be closed Wednesday, March 12, and part of Thursday, March 13.  The DPW’s contractor is completing soil borings for a slide stabilization project on the bank between the Chemung River and River Road.

Big Flats – The Chemung County Department of Public Works announced today the CR10 (South Corning Road) bridge project has been rescheduled for next year.  Following the Public Meeting of February 4, 2014, Chemung County was able to obtain $218,000 additional construction funding for the rehabilitation of this important CR10 river crossing bridge.  As a result, we will now be able to extend the life of the bridge by an additional 15 -20 years.

Big Flats – Chemung County Executive Tom Santulli and Big Flats Town Supervisor Ed Fairbrother held a joint press conference today to announce and sign a shared services agreement that will restructure the towns Public Works Department.  The agreement was approved by the Chemung County Legislature at last night's meeting and by the Big Flats Town Board at their January 22nd meeting.

Chemung County - The Chemung County Department of Public Works announces that temporary lane closures will occur on Tuesday, 11/19/2013 on CR64 from exit 52a of I-86 in Horseheads to CR35 (Chambers Road) in the Town of Big Flats  These closures will be performed by Chemung Contracting to protect their employees while removing silt fence from the CR64 project corridor.  It is expected that the closures will be of short duration.  As this is a 4-lane roadway, traffic will remain free-flowing; any delays should be minimal.

Southport – The Chemung County Department of Public Works has scheduled an overlay of asphalt pavement on CR26 (Christian Hollow Road) for tomorrow, Wednesday, October 9, 2013.  The work is planned to take 3 days.  Recent rainfall events may push the start date until Thursday, October 10, 2013. The schedule is dependent on weather and equipment availability.

CATLIN- The Chemung County Department of Public Works (DPW) announced today, following the August New York State inspection and subsequent narrowing of the Pine Valley Road bridge in Catlin, DPW undertook a thorough engineering analysis of the condition of the structure.  As result of the analysis, the DPW will be posting the bridge for 12 tons.  This weight restriction will still allow school buses and most emergency vehicles to use the 1-lane bridge.

VETERAN -Following inspections by the County Engineer and Hunt Engineers of Big Flats, the Chemung County Department of Public Works determined that the Clair Street Bridge in Veteran was safe to reopen.  The bridge was reopened on Friday, August 30, 2013.

CATLIN- The Chemung County Department of Public Works announced today, following a New York State inspection, it was found that the outside fascia girders on the Pine Valley Road bridge over a tributary of Catherine Creek in the Town of Catlin were deteriorated.  A red flag was issued by the State inspector, which would have required that the bridge’s weight limit be reduced with a 12 ton posting.  However, the Chemung County DPW was able to reduce the width of the bridge with concrete barriers, providing a single lane bridge that can carry legal weight loads.

Big Flats – The Chemung County Department of Public Works will be paving the intersection of Hibbard Road (CR17) and Daniel Zenker Drive (CR83), on Tuesday, July 30, 2013.  This work will require the closure of the intersection from 8am to 4pm.  The County will strive to reopen the intersection earlier, understanding the inconvenience caused by this work.  Variable Message Signs and other signage will be placed to remind motorists of the closure.

Horseheads - NYSEG will be closing Gardner Road in the Village of Horseheads tomorrow, 7/25/13, from 7am to 5pm to complete installation work on the new Seneca West gas pipeline. The roadway will be closed between Gardner Road Elementary and Westinghouse Road. The complete closure, while inconvenient, will provide a safe work area for NYSEG’s employees and contractors, and allow them to work in a stable trench.

Southport – The Chemung County Department of Public Works will start its rehabilitation of County Route 36, Dutch Hill Road, on Monday, June 17.  Pavement grinding will begin at the Steuben County line, and proceed easterly to State Route 225.  The pavement grinding is expected to last 4-5 days depending on the weather.  This work is being completed as a shared service with the Steuben County Department of Public Works.

Ashland - The Chemung County Department of Public Works (DPW), and its consultant Barton & LoGuidice, will be completing a detailed inspection of the Lowman Crossover bridge (CR08) on Monday, May 13.  The bridge will be closed to all traffic around 7am to accommodate the presence of an “Under Bridge Inspection Unit” (UBIU) truck, and should reopen to traffic by 5pm the same afternoon.

BIG FLATS – The Chemung County Department of Public Works Department announced today, the CR64 Widening Project is slated to begin on or about Monday, April 29th.  Work will begin with a construction survey, and will be followed by the start of work-zone setup around Wednesday, May 1.  Depending on weather and other factors, project completion is anticipated on or around October 29, 2013; the contractor has indicated a desire to be complete even sooner.

ELMIRA - The Chemung County Department of Public Works regrets to announce that the CR1 (Jerusalem Hill Road) Bridge over Goldsmith Creek will be posted for 19 tons.  During a recent NYSDOT inspection, a “Red Flag” was issued for deterioration in the supporting concrete and steel arches, requiring that vehicles weighing more than 19 tons be prohibited until the bridge super-structure can be replaced in the future.

Hazlett Building, 203 Lake Street, in the City of Elmira, NY, on the proposed Center at Horseheads Connector Road.  The total length of the project is 0.85 ± miles, of which 0.8± miles is in the Town of Horseheads and 0.05± miles is in the Village of Horseheads, Chemung County.

The Chemung County-City of Elmira Department of Public Works, in conjunction with its contractor, announces that over 7 miles of roads will be slurry sealed over the next few weeks, weather permitting.  Slurry seal is a mixture of emulsified asphalt oil, rock, water, and additives such as aluminum sulfate, Portland cement, latex or other materials.  The cost-effective process extends the life of roadways by filling cracks and voids, sealing the surface weather-tight, and providing a friction surface to improve traction on the road.

The New York State Department of Transportation has informed the Chemung County Department of Public Works that on or about April 16, 2010 the Oneida Roadeast entrance to Route 17 will be closed permanently.

At the present time the west entrance for Oneida Road to Route 17 is closed.

Once the east entrance to Oneida Road is closed, all Oneida Road traffic will enter and exit at Battlefield Road, also known as the Sullivan’s Monument Entrance.

Ashland – Andy Avery, the Chemung County Director of Public Works, announced the Lowman Crossover which was closed yesterday due to flooding was re-opened to traffic this morning.

Ashland – The Chemung County Director of Public Works announced the Lowman Crossover, located off I-86 Exit 58 in the town of Ashland, was closed today at 1:45 pm due to flooding.

Elmira – Chemung County and the Town and Village of Horseheads are preparing to enter into another shared services agreement.  Contingent upon final County Legislature approval the the Chemung County Department of Public Works will purchase a heavy duty all-wheel drive articulated motor grader which will be used for snow plowing, road construction and maintenance, and road shoulder work by the three municipalities.
