The Chemung County Department of Public Works owns and operates 12 traffic signals, 2 permanently mounted driver feedback signs, 2 portable driver feedback signs, and 6 portable Variable Message Signs. In addition, the New York State Department of Transportation owns and operates 3 traffic signals on the County Highway system (due to their proximity to state highways.)
In June of 2012, Chemung County completed a Traffic Signal Evaluation of all signals owned by the County and the Villages of Elmira Heights and Horseheads. This study, funded by the Elmira Chemung Transportation Council, will serve as a blueprint for future improvements and provide a conduit to obtain state and federal funding.
