Home Energy Assistance Program (HEAP)

The regular component of the Home Energy Assistance Program (HEAP) began on November 13, 2018. HEAP is a federally funded energy program that assists eligible households in meeting their heat-related energy costs. HEAP issues heating benefits to supplement a household’s annual energy cost and also offers an emergency benefit for households in a heat related energy emergency. 

 

Applications for the regular HEAP component are available at www.mybenefits.ny.gov or at the Chemung County Department of Social Services, 425 Pennsylvania Ave., Elmira, NY 14904.

 

Applications should include proof of income, residency, identity and Social Security number for each household member, and a copy of the current utility bill. Applications may be e-filed, mailed or faxed to Chemung County Department of Social Services Fax # (607) 873-1815. 

 

Emergency HEAP benefits may be available to persons who are eligible for HEAP and have an energy-related emergency on or after January 2, 2019. An energy related emergency is defined as:

 

  •  Your electricity is necessary for your heating system to work and is either shut-off or scheduled to be shut-off, or
  • Your natural gas heat is off or scheduled to be shut-off, or 
  • If you are out of or in danger of running out of fuel (oil, propane, wood or coal)

 

 HEAP also offers a furnace repair and/or replacement benefit for homeowner’s with inoperable heating equipment. This program requires a completed Temporary Assistance Application and interview at the Chemung County Department of Social Services. For information regarding HEAP, visit www.mybenefits.ny.gov . This site offers an online application, program information, a quick eligibility check, and an array of information for other eligibility programs.

Note: An in person or phone interview is only required for new applicants. 

The Emergency component of the HEAP program began January 2, 2018. Emergency HEAP benefits may be available to persons who are eligible for HEAP and have an energy-related emergency on or after January 2, 2018. An energy related emergency is defined as: 

  • Your electricity is necessary fo your heating system to work and is either shut-off or scheduled to be shut-off, or
  • Your natural gas heat is off or scheduled to be shut-off, or 
  • If you are out of or in danger of running out of fuel (oil, propane, wood or coal) 

Applicants for Emergency Heap may apply via telephone. All calls for Emergency Heap that are received by the Department of Social Services main line will be directed to also call the HEAP phone line at 737-5368.
