Home Energy Assistance Program (HEAP)

The Chemung County HEAP Department is currently housed in the Human Resources Building as part of the Chemung County Department of Social Services Division. The Human Resources Building is located at 425 Pennsylvania Ave, Elmira, NY 14904.

Anyone interested in the Heap Components below, can find out more information on the requirements for each of the programs by utilizing the My Benefits link, or by calling and leaving a message on the HEAP line at 607-737-5368 for further guidance.

Regular Heap Component
If you are an individual who incurs a heating cost, or has a shelter expense with Heat included and are found eligible for this component, a Regular Heap benefit can help decrease your energy costs.

This component opens on October 1st, 2021 and is anticipated to run through March 15th, 2022.

Emergency Heap Component
If you are an individual who incurs a heating cost with a fuel supplier where the account in your name, and you are in threat of losing heat (or have lost heat), and are found eligible for this component; an Emergency Heap benefit can prevent the loss of or restore heat.

This component opens January 3rd, 2022, and is anticipated to run through March 15th, 2022

Clean & Tune Component
If you are an individual who is a homeowner and are found eligible for this component, the Clean & Tune benefit can help clean and tune your primary heating equipment. This is a general maintenance benefit with the primary goal being to clean the equipment or resolve minor repairs.

This component opens October 1st, 2021 and is anticipated to run through September 30th, 2022. 

HERR Component
If you are an individual who is a homeowner and are found eligible for this component, the Heating Equipment Repair and Replacement (HERR) benefit can help repair or replace your furnace, boiler or other direct heating equipment necessary to keep your home's primary heating source working. 

This component opens on October 1st, 2021 and is anticipated to run through September 30th, 2022.


Cooling Heap Component

If you are an individual who has a documented medical condition worsened by heat, have received a Regular Heap benefit of at least $21 while residing in government subsidized housing with heat included in your rent, and have not received
a Heap funded Air Conditioner in the past five years; you may be eligible to receive a Heap funded Air conditioner at no cost.
