Home Energy Assistance Program (HEAP)

The Regular and Emergency components of the HEAP program have closed effective 4/26/19. Any applications received for the Regular or Emergency components after 4/26/19 will be denied as both of these components have ended. It is anticipated the Regular component will reopen sometime in November 2019, and the Emergency component will reopen sometime in January 2020.

If you have an Energy Emergency, such as any of the situations stated below, you can call the main DSS line (737-5302), choose option #1 for guidance on how the district can assist you. If an application for an Emergency Payment is needed, an interview with the Temporary Assistance Division will be necessary in order to assist.

  • Your electricity is necessary for your heating system to work and is either shut-off or scheduled to be shut-off
  • Your natural gas heat is off or scheduled to be shut-off
  • You are out of, or in danger of running out of fuel (oil, propane, wood or coal)
  • You are a homeowner and your furnace needs repair or replacement

The Clean & Tune component of the Heap program remains open. This component may provide a preventative service to qualified homeowners in order to ensure their furnaces are working and remain in the best operable conditions. It is anticipated this component will remain open throughout the year.

The Cooling component of the Heap program opens 5/1/19. This component may provide cooling assistance to qualified households in the form of an air conditioner or fan. It is anticipated this component will remain open through 8/30/19.

All questions regarding OPEN Heap components should be directed to the HEAP line at (737-5368).
