Planning & Implementing Transportation Improvements for Chemung County
In December 1974, the Governor of New York designated the Elmira-Chemung Transportation Council (ECTC) as the Metropolitan Planning Organization (MPO) for the Elmira Urbanized Area. MPOs serve urbanized areas with a population of 50,000 or more. The MPO's mission is to help build regional agreement on transportation investments and to balance highway, mass transit and other needs, leading to equitable and cost-effective transportation outcomes.
ECTC is responsible for the planning and programming of any transportation project that includes Federal Highway Administration (FHWA) or Federal Transit Administration (FTA) funding.
"MPOs exist to provide regional coordination of transportation investments, while ensuring that the public, especially those traditionally underserved by the transportation system, have opportunities to participate in the decision-making process".

ECTC DRAFT 2019-2024 Transportation Improvement Program (TIP)
The Federal transportation laws require that a Transportation Improvement Program (TIP), consistent with the ECTC Long Range Plan, be developed. It must contain the capital and non-capital transportation projects proposed for funding under Title 23 (highways) and Title 49 (transit) laws. The draft TIP represents the choices for the use of Federal transportation funds in the Elmira urbanized area that are presented to the public for their review. It consists of a listing of projects being considered for implementation in the County for a five-year period in each of several Federal-Aid funding categories. Projects that are proposed for inclusion in the TIP are evaluated and implementation priorities are developed based on project needs, local priorities, funding availability, and project readiness for implementation ECTC Draft_TIP_2019-2024.pdf and ECTC Draft Projects Listing .
