JOB OPENING

ELIGIBILITY CLERK: One (1) permanent position in the Department of Social Services, Temporary Assistance Division. CSEA Grade 8. Entry Level Salary:   B-1 Schedule-$19.24/hr.  B-2 Schedule-$16.82/hr.

 

GENERAL STATEMENT OF DUTIES: Under general supervision, an incumbent of this class performs moderately complex eligibility and clerical support functions for customers that are applying for various Federal and State funded relief programs. Persons in this class assist customers in the application process for the various programs the department provides. Departmental program services include Temporary Assistance to Needy Families (TANF), Emergency Assistance to Families (EAF), Emergency Assistance to Adults (EAA), Housing, Medical Assistance, Medicaid, Food stamps (SNAP), Child Support Enforcement and numerous other programs and services. Incumbents are expected to learn departmental regulations, policies and procedures to relieve superiors of the more routine tasks and support functions associated with the eligibility process, including contact with customers and vendor agencies to provide information about programs as well as gather information relating to cases in all phases of disposition. Work also includes using a variety of database management systems such as the state’s Welfare Management System and other departmental databases to gather case information to support case processing and management, reporting and tracking. While supervision is not a responsibility of this class, incumbents are expected to provide guidance to lower level clerical support staff as needed. This position differs from that of a Social Welfare Examiner by virtue of the limited complexity of the work and limited exercise of independent judgment. Does related work as required.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of modern office procedures, including filing systems and automated office equipment; ability to work effectively with other employees; ability to meet with the public; ability to analyze facts related to the determination of financial eligibility or assistance; ability to work with applicable regulations governing the program; ability to understand and follow oral and written instructions; ability to record information legibly and accurately; ability to plan and organize clerical work; ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software; ability to read, write, speak, understand, and communicate in English sufficiently to perform the essential duties of the position; tact; emotional maturity; physical condition commensurate with the demands of the position.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

Promotional: Candidates must be permanently employed in the Chemung County Social Services and must have served continuously on a permanent basis for twenty-four (24) months as a Community Services Aide, eighteen (18) months as a Clerk, twelve (12) months as a Senior Clerk or Account Clerk, or six (6) months as a Principal Clerk immediately preceding the date of the written test.

 

Open Competitive: Possession of a high school or equivalency diploma and three years of clerical experience, one year of which must have included the use of automated systems and involved the processing, examination or evaluation of completed forms.

 

REQUIREMENT:

    • Submission to a local law enforcement background check for all localities in which the new employee has resided, worked, or attended school for the past five (5) years prior to employment
    • Submission to FBI fingerprinting
    • Submission of new employee information through the E-Verify system to verify that the employee may be legally hired within the United States (USCIS Form I-9)
    • Passing of a Physical and Drug screen
    • SIU Check
