What is HEAP CAC?
During the spring and summer months, the HEAP Cooling Assistance Component (CAC) of the Heap program provides for the purchase and installation of air conditioners and fans.
Unlike the heating program, the Cooling Assistance Component requires clients to provide documentation of a medical condition that is exacerbated by extreme heat.
What are the Benefits?
The HEAP CAC provides air conditioners and fans to eligible households.
Benefits are not to exceed $800 per household, including the cost of an air conditioner, administrative costs, labor, program support, materials, removal of the old unit, and minor repairs essential for safe installation. Funds may not be used for any other purpose.
Only one air conditioner can be provided per dwelling.
The HEAP CAC benefits and services are provided on a first-come, first-served basis to eligible households until the end of August, or until the funds are exhausted.
Who is eligible?
In order to be eligible for HEAP CAC benefits, applicants must:
- Meet income requirements for HEAP.
- Have at least one household member with a documented medical condition that is exacerbated by extreme heat.
- Not have a working air conditioner newer than five years old, as determined by the vendor.
- Not have received a HEAP-funded air conditioner within the past 10 years.
Households that received a $21 HEAP payment are not eligible for this component.
To be eligible for HEAP CAC, at least one member of the household must have a documented medical condition exacerbated by extreme heat.
Medical documentation from a physician, physician's assistant, or a nurse practitioner must be issued within the previous 12 months from the month of application. Documentation older than 12 months may be used if it provides evidence that the medical condition is considered chronic.
A chronic condition is an illness that continues for a long time or is constantly recurring. Common chronic diseases include arthritis, asthma, cancer, Chronic Obstructive Pulmonary Disease, hypertension and diabetes.
