NYS VOLUNTARY DEFINED CONTRIBUTION PLAN
Effective July 1, 2013 NYS has adopted an optional Retirement Plan for unrepresented (non-union) NYS public employees hired on or after that date, and who earn $75,000 or more on an annual basis.  Employees who meet the criteria have 30 days to choose between enrollment in the New York State and Local Retirement System or the NYS Voluntary Defined Contribution Plan.  Please click on the following link for more information.

Sieba Ltd. administers the County’s Flexible Spending Accounts Program. This is a voluntary program for eligible County Employees. A copy of the County’s Plan Document is available upon request through your department’s administration or through the County Personnel Office. Information about the medical and dependent care flexible spending accounts, eligible expenses, worksheets and claim forms are available on the links below.

Annual enrollment is only open in the fall for participation the next plan year January 1 - December 31. 

2026 Flex Spending Enrollment 

Please be advised the limit for unreimbursed medical will be $3,400 for 2026. 
The unreimbursed medical rollover amount from 2026 to 2027 is between $10 - $680.    

The Dependent Care annual maximum per household is $7,500.

Chemung County Employees will be making their 2026 Flex Spending Election in the BSwift System during the open enrollment window between November 12, 2025 and December 1, 2025.  GO TO INSURANCE NEWS FOR MORE INFORMATION ON BSWIFT.
